Drone rules: Serbia
Last checked: October 1, 2026
Permit required
You may only fly here with a permit issued by the authorities in advance.
Foreign drones may only be imported and flown with prior permission from the Civil Aviation Directorate (CAD).
Instead of registration, as a tourist you need a CAD permit; entry in the Serbian register is required for heavy drones and special flights.
For the permit and for registered drones, third-party liability insurance covering Serbia is required.
For tourists
Apply for the CAD permit before your trip, because according to the German Foreign Office drones may only be imported and used with prior permission. The German operator ID and EU certificates do not replace it. You may not photograph military sites.
Further rules
- Serbia follows its own rules, not aligned with the EU, with four weight classes (under 0.9 kg, up to 4 kg, up to 25 kg, up to 150 kg). Drones from 4 kilograms must be entered in the register of the Civil Aviation Directorate CAD, as must lighter drones when flying e.g. above 100 metres, at night, near airports or over people.
- In Serbia, third-party liability insurance is mandatory for registration and for every flight clearance.
- For foreign drones you need a CAD permit before the first flight in Serbia, also for recreational flights; EU registration and EU competency certificate do not replace it. You must also obtain permits from other competent bodies if your footage or flight location requires it.
- The maximum height is 100 metres above ground and the maximum distance from the pilot 500 metres; keep at least 30 metres from uninvolved people. Higher or longer flights need separate CAD clearance.
