Drone rules: Paraguay
Last checked: October 1, 2026
Allowed with conditions
Flying is allowed, but with conditions you need to know before you travel.
Under DINAC regulation R 1103 every drone must be entered in the national aircraft register; devices registered abroad need prior entry and permission from DINAC.
Owners and operators must take out liability insurance for third-party damage, also for recreational flights.
For tourists
Clarify registration and flight permission with DINAC before your trip; German registration and insurance are not automatically recognised. Recreational flights themselves need no individual permit, but distance from people and aerodromes and daylight.
Further rules
- In Paraguay, the Dirección Nacional de Aeronáutica Civil (DINAC) regulates the operation of remotely piloted aircraft (RPA) on the basis of the DINAC R 1103 regulation from 2017.
- Drones are divided into three classes by take-off weight: small up to 10 kilograms, medium between 10 and 150 kilograms and large over 150 kilograms; according to the regulation every RPA must be entered in the national aircraft register, also for recreational use. Drones registered abroad need prior entry and permission from DINAC.
- The regulation does not prescribe a fixed maximum flight altitude; instead, DINAC sets the permissible altitude case by case as part of each permit, which is why no reliable figure in metres can be given here.
- For commercial operations near international airports, current fee rules require a prior request to DINAC by email and in some cases a fee, while purely private recreational flying on your own or authorised land currently remains free of charge.
- The regulation already obliges owners and operators to have liability insurance for third-party damage, also for recreational flights. In July 2026 a bill with stricter rules (incl. registration, remote identification, pilot licence) was also introduced in parliament; it is not yet in force.
