Drone rules: Montenegro
Last checked: October 1, 2026
Allowed with conditions
Flying is allowed, but with conditions you need to know before you travel.
Registration required from 250 g or with a camera; if you are already registered in an EU state (German operator ID) and have the competency certificate, you do not need to register again in Montenegro but must carry the proof.
Every operator needs third-party liability insurance covering Montenegro or the EU.
Depending on drone weight
- From 250 g· Registration: RequiredFrom 250 g operator registration (EU registration is recognised) and competency certificate
For tourists
Before entering with a drone you need, according to the German Foreign Office, the consent of the aviation authority CAA and an import permit from the economy ministry, which you show to customs. Customs can confiscate undeclared drones, and getting them back is sometimes only possible against high fines. Allow several weeks for this.
Further rules
- In Montenegro, drone operators must register from 250 grams take-off weight or for any drone with a camera or other sensor for personal data. Anyone already registered in an EU state with the competency certificate does not need to register again but carries the proof; local registrations via dron.caa.me are free and valid for two years.
- In Montenegro, third-party liability insurance is required by law for all drone operations, including for foreign pilots.
- Since July 2024 Montenegro has aligned its rules with the EU drone regulation; the minimum age for remote pilots is 16. For entering with a drone, however, Montenegro requires prior consent from the aviation authority and an import permit from the economy ministry; without these papers customs can confiscate the drone.
- In the open category, the maximum flight altitude is 120 metres above ground level.
