For tourists

Monaco is not an EU member; the German operator ID and EU certificates do not apply there. In principle only drones on professional missions may fly over the principality, exceptions are granted by the Minister of State – so realistically do not plan a holiday flight from 100 g. For major events the airspace is also closed completely.

Further rules

  • Monaco has its own aviation authority (Direction de l'Aviation Civile) and does not follow EU rules. Drones under 100 grams without a geolocation module are free for recreational flights. From 100 grams you need an annually renewed approval (agrément), which you apply for via the FlySafe platform, plus an authorisation for every flight, which you request at least eight working days in advance. In principle, however, only drones for professional use may fly over the Principality; exceptions are granted by the Minister of State.
  • You must provide proof of third-party liability insurance when you apply.
  • Due to its small area and high density, flying in Monaco is heavily restricted: it is generally prohibited over the Prince's Palace and within a radius of 150 metres of the heliport, even for very light drones.
  • The ministerial order sets no general height limit; it is set as part of the permit. Only flights within direct line of sight are allowed, drones with combustion engines are banned, and for major events the government temporarily closes the airspace completely.
