Drone rules: Azerbaijan
Last checked: October 5, 2026
Permit required
You may only fly here with a permit issued by the authorities in advance.
Import and operation only with a prior special permit from the civil aviation authority; without it, customs will confiscate the drone.
After the special permit and before import, apply for state registration within ten working days; the certificate is valid for five years.
For registration you must provide proof of third-party liability insurance.
For tourists
Since January 2026 both are handled online via the MyGov portal; whether foreigners without an Azerbaijani ID can use it is not documented. Without a permit, the drone may be confiscated on entry.
Further rules
- Azerbaijan reworked its drone rules by cabinet decision in April 2025; applications have been digital since January 2026, and in August 2026 a presidential decree followed under which civilian drones may only circulate with a special permit.
- To operate, you first need a special permit, then – before import – state registration within ten working days; the State Civil Aviation Agency is responsible.
- Drones from 0.25 to 25 kg fall under category A: you need a registration certificate and a pilot certificate (from age 16, after passing an exam, valid for five years). The drone must have remote identification (Remote ID).
- You may fly no higher than 120 m above ground, only by day and in good weather. Keep a distance from uninvolved people at least equal to the drone's height, but never less than 30 m. In controlled airspace you need clearance from air traffic control.
- Only drones under 0.25 kg without a camera or other devices that collect personal data, and toy drones for children, are exempt.
