For tourists

Further rules
- Drones with a take-off weight of 250 grams or more must be registered with the Civil Aeronautics Administration; only private individuals with aircraft under 250 grams are exempt, while government agencies, schools and legal entities must always register regardless of weight, and each registration is valid for two years.
- From a take-off weight of 2 kilograms with navigation equipment, a tiered pilot licence with a theory and practical exam is also required; aircraft below this threshold are exempt.
- The maximum flight altitude is 400 feet, or around 122 metres, above ground or water; the country is also divided into green, yellow and red zones with tiered restrictions up to complete flight bans.
- Statutory liability insurance is only required for authorities, schools and legal entities (Article 99-15 Civil Aviation Act); private recreational pilots are not obliged. Cover is still advisable, as you are liable for personal injury and property damage.
- Violations are punished on a sliding scale: unregistered flights with the equivalent of several thousand euros, specifically NT$30,000 to 150,000; flights without the required pilot licence with NT$60,000 to 300,000; and flights in no-fly zones or above the altitude limit with NT$300,000 to 1,500,000.
- Online registration is generally possible for foreign tourists, but in practice a Taiwanese phone number or help from rental providers or local photography agencies makes the process much easier.
