Drone rules: Romania
Last checked: October 1, 2026
Required from 250 g or with a camera or sensor; registration in your country of residence is valid throughout the EASA area – with a German operator ID you do not need a second one.
According to the aviation authority only required for drones over 20 kg; liability insurance covering drones is still advisable.
For tourists
You fly with your German operator ID and EU competency certificate. In restricted areas you need approval from the responsible body and, for photo and video recording, an additional opinion from the Ministry of Defence.
Further rules
- In Romania, you register as a drone operator via the uas.caa.ro portal with the civil aviation authority AACR – mandatory from 250 grams take-off weight or for any drone with a camera or other sensor. Home-built drones under 250 grams in subcategory A1 are exempt.
- You only register once, in the EASA state where you live – the EASA area comprises the EU countries plus Iceland, Liechtenstein, Norway and Switzerland. Your operator ID is then valid throughout the EASA area: if you are already registered in another EASA country, you don't need a second registration in Romania. Only if you live outside the EASA area do you register in the EASA state where you first fly.
- In Romania, third-party liability insurance is only required by law from a take-off weight of 20 kilograms – the basic EU rule applies without any stricter national requirements.
- Flights below 3,000 metres over Bucharest outside designated corridors, as well as aerial photography, require separate approval from the Ministry of Defence.
- In the open category, the maximum flight height is 120 metres above ground, as regulated uniformly across the EU.
