Liability insurance is mandatory for drones over 900 g, regardless of purpose (Portaria 2/2021).

For tourists

You fly with your German operator ID and EU competency certificate. Over 900 g you need liability insurance that covers Portugal.

Further rules

  • In Portugal, you complete your operator registration via the official register of the aviation authority ANAC (uas.anac.pt) – mandatory for any drone with a sensor regardless of weight, and from 250 grams without a sensor or for an impact energy of more than 80 joules.
  • You only register once, in the EASA state where you live – the EASA area comprises the EU countries plus Iceland, Liechtenstein, Norway and Switzerland. Your operator ID is then valid throughout the EASA area: if you are already registered in another EASA country, you don't need a second registration in Portugal. Only if you live outside the EASA area do you register in the EASA state where you first fly.
  • In Portugal, liability insurance is required for every drone with an operating mass of more than 900 grams, regardless of the purpose of the flight (Portaria 2/2021).
  • When you register, ANAC issues an identifier that must be visibly attached to the drone.
  • In the open category, the maximum flight altitude is 120 metres above ground level, as uniformly regulated across the EU.
