For tourists

The rules apply to everyone flying in Macau, including tourists; a German or EU registration does not count. During major events the AACM temporarily closes entire districts to drones, so check the no-fly notices on the AACM website beforehand.

Further rules

  • The civil aviation authority AACM divides drones by weight into three categories – CAT 1 up to 250 grams, CAT 2 from 250 grams to 7 kilograms and CAT 3 from 7 to 25 kilograms – with flights only permitted up to 30 metres above ground without separate permission.
  • Devices in category CAT 1 require neither device nor pilot registration. From CAT 2, i.e. above 250 grams, drone and pilot must be registered with the AACM, the drone must be marked and each flight notified in advance via the AACM online platform; an activity permit is only required from CAT 3. The minimum age is 14 for CAT 2 and 18 for CAT 3.
  • Tourists and other foreign visitors must also register their drone as soon as it weighs more than 250 grams, although no separate pilot licence is required for purely private use.
  • Legal liability insurance is only mandatory from category CAT 3, i.e. above 7 kilograms, with a minimum sum insured of 10 million patacas; for typical recreational use with smaller drones, there is no insurance requirement, although the authority does recommend insurance.
  • Flights with drones up to 7 kilograms are only allowed in daytime, within visual line of sight and with the pilot on site no more than 100 metres away. You must keep 1,000 metres from aerodromes and landing sites, 100 metres from gatherings of 100 or more people, and distances from protected buildings; you may not fly over the 22 World Heritage buildings. There is also an official flight map with further prohibited and restricted zones that you check before every flight.
  • Since 1 February 2026, Civil Aviation Law No. 4/2025 (Article 59) governs penalties for violations. The AACM does not state specific fine amounts on its website; the authority provides information directly.
