Drone rules: Kosovo

Drones from 250 g must be registered with the civil aviation authority AAC at least five working days before the first flight; according to Regulation 01/2026, drones registered abroad do not need to be registered again.

Regulation 01/2026 requires liability insurance for damage to third parties; it is best to clarify the required cover with the AAC in advance.

For tourists

For flights with a drone from 250 g, you submit an application to the air navigation service KANS (ais@rks-gov.net) at least three working days in advance. Whether your home-country operator registration counts as a registration abroad is not explicitly regulated – clarify this with the AAC in advance. The German Federal Foreign Office advises particular caution in northern Kosovo.

Further rules

  • Since 2026, Regulation 01/2026 of the civil aviation authority AAC applies in Kosovo; the former Regulation 01/2017 has been repealed. Drones under 250 grams are largely exempt from the regulation, but a maximum flight altitude of 30 metres applies to them, among other things.
  • From 250 grams you must register the drone with the AAC at least five working days before the first flight, including a criminal record certificate, photos of the drone and the user manual; drones registered abroad do not need to be registered again. For flights you also submit an application to the air navigation service KANS at least three working days in advance. From category A2 you must be at least 16 years old and pass a knowledge test.
  • Regulation 01/2026 requires liability insurance for damage to third parties.
  • You may only fly in daylight and within visual line of sight, no higher than 120 metres above ground and no further than 500 metres from the pilot. Minimum distances: 30 metres from people, 120 metres from crowds, 1 kilometre from the state border and 2 kilometres from airfields.
