For tourists
As a tourist you fly by the same rules as locals: within line of sight, up to 120 m, not over towns or crowds and not in aerodrome zones. A lower height limit applies in designated urban recreational zones.
Further rules
- In Uruguay, the Dirección Nacional de Aviación Civil e Infraestructura Aeronáutica (DINACIA) is responsible for drones; registration is free of charge and done online via the utm.dinacia.gub.uy portal.
- Drones are divided into three classes by take-off weight: 'Menores' up to 25 kilograms, 'Medianos' between 25 and 260 kilograms and 'Mayores' over 260 kilograms; recreational drones of the smallest class need neither registration nor pilot certificate, while registration and documentation are required from the middle class.
- For private flights outside aerodrome areas and densely populated areas, an altitude limit of 120 metres above ground applies; for specially designated urban recreational zones, DINACIA sets a different limit of just 30 metres by separate resolution.
- Commercial operations count as aerial work ('trabajo aéreo') and require not only a separate permit but also third-party liability insurance, while there is no insurance requirement for purely private recreational flights.
- Cross-border flights are prohibited without express DINACIA authorisation. There is no separate procedure for foreign recreational pilots; Resolution 291/2014 does not distinguish by origin for recreational flights.
